Referring to my Despatch No. 400 of the 17th.

December last, I have the honour to forward a Memorial addressed to you by r. J. C. Mackay, First Grade Land Bailiff, Public Works

Department.

In the year 1905 the Land Bailiffs, and Over

-seers, First Class, Public Works Department, drew salary on the

scale £210 to £250; and from the 1st. January, 1906, the scale for

Overseers, First Class, was raised to £240 £270 under authority

of Mr. Lyttelton's Confidential Despatch of the 11th. September,

1905. Sir Matthew Nathan, in recommending this increase in his Confidential Despatch of the 5th. August, 1905, had taken into konsideration the case of the Land Bailiffs, but he considered that

their emoluments were sufficient.

Mr. Mackay was appointed Land Bailiff in October, 1907, and the statements therefore in paragraphs 2 and 3

of the first enclosure to his memorial, regarding his status in

the years 1905 and 1906 vis-à-vis the Overseers, is misleading. Mr.

Mackay, prior to his appointment, was a Sanitary Inspector, Second

Class, with a salary of £165, and he therefore obtained an

immediate increase of £45 on joining the Public Works Department.

Mr. Mackay's increments being at the rate of

£20 triennially he reached the maximum of £250 in October, 1913,
